PROBLEM TO BE SOLVED: To provide a voltage balance controller 100 of a battery cell capable of efficient charging by suppressing generation of unnecessary power consumption and suppressing increase in battery temperature, and deterioration and output reduction of the battery.SOLUTION: A voltage balance controller 100 determines charging and discharging amounts to respective battery cells so that voltages between a plurality of battery cells having different degrees of deterioration match in a high charge state, using charging and discharging characteristic maps indicating battery voltage and discharge capacity characteristics of the respective battery cells. The charging and discharging amounts are determined by a movement amount of the charging and discharging characteristic maps corresponding to the respective battery cells to a position where they cross each other in the high charge state. |
