PROBLEM TO BE SOLVED: To provide a non-flammable solvent which can be used as a solvent of a fluorine-based polymer and is low-cost, and in which the global warming potential (GWP) is very low, and furthermore, to provide a fluorine-based surface-treating agent which is provided at a low cost by using the solvent, sufficiently imparts water repellency, oil repellency, and IPA repellency to various substrate surfaces, and puts only a slight load on environment.SOLUTION: The non-flammable solvent includes (1) bis(trifluoromethyl)benzene and (2) CFOR (wherein R is CHor CH) with a mass ratio of (1)/(2) of 51/49 to 70/30 and with an amount of the sum total of the components (1) and (2) of 80 mass% or more in terms of a total amount of the solvent. |
