PURPOSE: A transform coefficient scaling at a video/image coding capable of adapting to the block characteristics which are distinguished from a transform domain is provided to categorize the block as an edge block or a smooth block, based on the narrow distribution of the amplitudes in the high frequency or low frequency wideband. CONSTITUTION: A system divides an image into the set of the blocks (204). The system analyzes the transform frequency domain characteristics of each of the block (206). The system categorizes the block based on the transform frequency domain characteristics (208). The system provides a characteristic-specific scaling matrix which corresponds to the category of the block (210).
