PROBLEM TO BE SOLVED: To provide a photoreceptor free from image deletion and chipping in a cleaning blade and capable of suppressing generation of exposure unevenness for a long period of time, and to provide an image forming apparatus having the photoreceptor and responding to demands for reduction in size and in cost.SOLUTION: The electrophotographic photoreceptor includes a conductive substrate 11, a charge generating layer 12, a filler-containing charge transporting layer 13, and a surface-side charge transporting layer 14. The filler-containing charge transporting layer 13 contains a charge transporting material and filler particles 2 having an average primary particle diameter of 0.06 μm or more and 0.3 μm or less. The surface-side charge transporting layer 14 layered on the filler-containing charge transporting layer 13 contains the charge transporting material but no filler particles 2. |
