PROBLEM TO BE SOLVED: To provide a dynamic image transmission device, a dynamic image receiving device, a dynamic image transmission system, a dynamic image transmission method, a dynamic image reception method, and program, capable of restoring quality of an image with deteriorated high-frequency components caused by compression encoding, with high accuracy.SOLUTION: A dynamic image transmission device 1 has: a feature amount parameter extraction part 10 encoding a video feature amount contributing to quality of an input image a and outputting the encoded video feature amount as an encoded feature amount parameter b; and a dynamic image compression part 20 compressing and encoding the input image a and outputting the compressed and encoded input image a as a bit stream c. A dynamic image receiving device 2 has: a dynamic image decoding part 60 decoding the bit stream c and outputting a decoded image B; and a quality reproduction processing part 70 restoring quality of the decoded image B by using the encoded feature amount parameter b and outputting an output image A.
