A split road determining means 28 determines the road as the split road when a maximum value of the wheel deceleration calculated by the wheel deceleration calculating means 25A-25D is a first predetermined value or more and a difference in the wheel deceleration between right and left front wheels or right and left rear wheels existing in an anti-lock brake control state is a second predetermined value or more, when starting anti-lock brake control of at least one of the right and left front wheels, or at least one of the right and left rear wheels.
