PURPOSE: A molten steel flow controlling device, a continuous casting apparatus including the same, and a continuous casting method thereof are provided to effectively remove even a minute insertion from a high discharge and capacity tundish. CONSTITUTION: A molten steel flow controlling device comprises a device housing (10) and a magnetic field application unit (30). At least one device housing is arranged on the outside of a container which is filled with molten steel. The magnetic field application unit generates a magnetic force in the opposite direction of gravity by being provided with more than one in the device housing to apply the moving magnetic field to the molten steel. The magnetic field application unit includes a steel core unit and a coil which is wound around the steel core unit, and applied with three phase AC. The device housing is provided to horizontally move along a tundish as a container by the medium of a first drive unit.
