PROBLEM TO BE SOLVED: To efficiently create a vehicle operation plan for a delivery planning problem including loads having a plurality of specified delivery times.SOLUTION: In partial solution creating processing as preprocessing for a plurality of loads with delivery specified times, a plurality of combination patterns allowing other loads to be combined for loading are created and a loading combination minimizing the number of vehicles to be used is selected from the created patterns. Based on a selected loading combination, delivery specified times for loads are determined, and a partial solution set is created. In optimum operation plan creating processing considering the created partial solution set and remaining loads, a vehicle operation plan minimizing the delivery cost is created. |
