PROBLEM TO BE SOLVED: To provide a cement raw material making treatment method by which chlorine components contained in sludge are smoothly reduced and the sludge is recycled as a cement raw material, and to provide an apparatus for manufacturing a cement raw material.SOLUTION: The cement raw material making treatment method, by which chlorine components contained in sludge generated in a polycrystalline silicon manufacturing process are reduced and a cement raw material is manufactured, includes: a stirring step of forming a slurried state by stirring the sludge and water in a stirring tank 10 with the top opened; a crushing step in which a solid material contained in sludge deposited in the stirring tank 10 is taken out, crushed and put in the stirring tank 10; and a dehydration step in which the resulting slurry is dehydrated to remove water, whereby the objective cement raw material is manufactured.
