PURPOSE: A surface treating agent is provided to give excellent waterproof property to materials including fiber product etc, and to have excellent dispersion stability of aqueous dispersion solution by mixing impurities during the processing process. CONSTITUTION: A surface treating agent comprises: a recurring unit induced from monomer containing fluorine which is α-chloroacrylate having fluoroalkyl radical; polymer containing fluorine, having a recurring unit induced from non-fluorine monomer; and a cationic surfactant added after polymerization of the polymer containing fluorine. The recurring unit of monomer containing fluorine (a) and the recurring unit of non-fluorine monomer (b) have a mole ratio of 0.01/1-10/1.
