PURPOSE: A pouch for a secondary battery is provided to prevent the generation of a short circuit by forming an insulating film between a metal layer and positive and negative electrode terminals. CONSTITUTION: A pouch for a secondary battery accommodates an electrode assembly between an upper sheet and a lower sheet. Each of the upper sheet and the lower sheet includes an inner resin layer (111), a metal layer (112), and an external resin layer (113) and additionally includes a metal oxide film (114) on the outer circumference of the metal layer which is exposed to outside. The metal oxide film is formed in a part near electrode terminals (211,212) of the electrode assembly. A manufacturing method of a pouch for a secondary battery includes a step of forming a metal oxide film on the metal layer of the pouch by using atmospheric pressure plasmas.
