CONSTITUTION: A circuit pattern (132a) is formed on one surface of a first circuit board. A holder (136) is combined with the first circuit board. A rotator includes the first circuit board and the holder. A shaft forms the rotation shaft of the rotator. A pattern for sealing (132b) is formed along the external shape of the holder. The rotator includes weighted materials attached to one surface of the first circuit board and the wound foil attached to the one surface of the first circuit board. The rotator includes the bearing supporting the shaft to rotate the shaft.</p>
