PURPOSE: A device and a method for supplying a sheet are provided to insert a steel sheet protective sheet with a smooth surface into the surface of a steel sheet after removing foreign materials adsorbed onto the surface of the steel sheet protective sheet. CONSTITUTION: A sheet supplying device comprises a sheet supplying unit (101), a foreign material removing unit (110), and a wrinkle removing unit (140). The sheet supplying unit supplies a sheet (S) by winding. The foreign material removing unit adheres to the surface of the sheet by changing directions of sheet supply routes to be intersected and sucks and removes foreign materials absorbed onto the surface of the sheet.
