PURPOSE: A system for communication on the sea and a method thereof are provided to set a wireless link at a ship station on the sea using a seashore base station (BS) and a neighbor ship station to be provided with wireless internet services. CONSTITUTION: A communication unit (210) receives the setting information of seashore base stations and the setting information of ship stations on the sea. A database (220) stores and manages positional information on the sea. The positional information on the sea includes the setting information of the seashore base stations and the setting information of the ship stations on the sea. A control unit (230) controls a broadcasting unit (240) for periodically broadcasting the positional information on the sea through the broadcast base station on the sea.
