In order to manage power consumption of electric appliances pertaining to each user, a behavior schedule for the user is registered for each pattern, and an operation control schedule for the electric appliances is stored for said each pattern, whereby a stored operation control schedule for the electric appliances is identified according to a behavior schedule registered for the user, and power consumption of the electric appliances is controlled on the basis of the identified operation control schedule. Consequently, the electric power for the home appliances is appropriately managed for each condition while tailored to behaviors and preferences of the user.
