PURPOSE: A water dispersion cosmetic composition containing polyquaternium-51 and adipic acid and neopentyl glycol crosspolymer suspension solution is provided to minimize skin irritation and to cover skin pores and wrinkles. CONSTITUTION: A water dispersion cosmetic composition contains 0.000001-10.0 wt% of polyquaternium-51 and adipic acid and neopentyl glycol crosspolymer suspension solution. A method for manufacturing the cosmetic composition for removing skin pores and wrinkles comprises the steps of: increasing water using a thickener; dispersing adipic acid and neopentyl glycol crosspolymer suspension solution in the water at room temperature; and dispersing polyquaternium-51 at room temperature.
