<p>PURPOSE: A hybrid power generation system having a complex structure of a city type using a solar cell module of a multi-directional power generation and multi-sided sphere type and a savonius wind power generator generating no noise and low speed and a manufacturing method thereof are provided to prevent air friction noise using a low speed vertical axial blade. CONSTITUTION: A plurality of solar cell module packages is formed in a solar power generation part(10). A frame(40) comprises a lower table(402) and an upper table(401). The lower table is located on a lower part of the frame. The end of the lower table is combined with a plurality of support stands(403).
