PROBLEM TO BE SOLVED: To provide an exhaust heat recovery system configured to improve recovery efficiency of exhaust heat.SOLUTION: An exhaust heat recovery system includes: a cylindrical shell 2 for covering the outside of an exhaust pipe 1; and an exhaust heat recovery section 4 arranged between the exhaust pipe 1 and the cylindrical shell 2. The exhaust heat recovery section 4 includes a laminate 10 formed by laminating a plurality of jacket elements 6, 8 with a heat exchange medium passage 20 with a gap 37. Gaps 58, 60 are formed between an outer periphery of the exhaust pipe 1 and the laminate 10 and between an inner periphery of cylindrical shell 2 and the laminate 10. The laminate 10 connects the heat exchange medium passage 20 for each of the jacket elements 6, 8 in series by connecting one end of the jacket element 6 and the other end of the jacket element 8. The exhaust passing through the exhaust pipe 1 passes through the gap 58 between the periphery of the exhaust pipe 1 and the laminate 10, and flows out through the gap 60 between the inner periphery of the cylindrical shell 2 and the laminate 10 to the downstream through the gap 37 between the jacket elements.
