Embodiments of the present invention relate to the technical field of communications. Disclosed are a method, node, and system for handover, allowing for improved efficiency and success rate of cell handover. The method of the present invention comprises: determining a target cell set identifier on the basis of a target cell scrambling code in a measurement report of a user equipment (UE); and transmitting the target cell set identifier to a target node, thus allowing the target node to determine a candidate target cell set on the basis of the target cell set identifier. The embodiments of the present invention are mainly for use in a cell handover process of the UE.
