PROBLEM TO BE SOLVED: To accurately detect a motion vector with a simple composition.SOLUTION: A low bit standard image generation unit generates a low bit standard image from a standard image, and a low bit reference image generation unit generates a low bit reference image from a reference image. A low bit pattern standard image generation unit generates a low bit pattern standard image on the basis of the standard image, and a low bit pattern reference image generation unit generates a low bit pattern reference image on the basis of the reference image. A low bit image matching unit calculates a first motion vector in block matching processing on the low bit standard image and the low bit reference image. A low bit pattern image matching unit calculates a second motion vector from the low bit pattern standard image and the low bit pattern reference image. When it is determined that a target block is a high-frequency image and a low-frequency image, the first motion vector and the second motion vector are output, respectively.
