A prediction motion vector selection unit 225 selects a prediction motion vector from the plurality of candidates of prediction motion vector, based on the information indicating a prediction motion vector to be selected. A prediction motion vector candidate generation unit 221 divides the decoded blocks adjoining spatially into a plurality of groups, and does not generate a candidate of prediction motion vector from a motion vector of adjoining block requiring scaling calculation, for at least one group.
