PROBLEM TO BE SOLVED: To solve such a problem of an image encoding system using motion compensation prediction that it is required to reduce the entire code amount by compressing the encoding information.SOLUTION: A decoding unit 202 decodes the information indicating a prediction motion vector to be selected. A prediction motion vector candidate generation unit 221 generates a plurality of candidates of prediction motion vector, by predicting from any motion vector of decoded blocks adjoining a decoding object block spatially or temporarily. A prediction motion vector selection unit 225 selects a prediction motion vector from the plurality of candidates of prediction motion vector, based on the information indicating a prediction motion vector to be selected. A prediction motion vector candidate generation unit 221 divides the decoded blocks adjoining spatially into a plurality of groups, and does not generate a candidate of prediction motion vector from a motion vector of adjoining block requiring scaling calculation, for at least one group. |
