PROBLEM TO BE SOLVED: To provide a device and a method for manufacturing a laminated steel sheet that achieve: a laminated steel sheet having excellent surface cleanliness by suppressing generation of scratches on a surface of a heated steel sheet processed on heating rolls; and excellent durability of the heating rolls by suppressing a surface wear of the same.SOLUTION: A device 100 for manufacturing a laminated steel sheet has a following configuration. The device 100 includes: a heating device 12 that has a plurality of heating rolls 14 which heat a continuously running steel sheet 10 to a preset temperature; and a laminating device 20 that laminates a resin film F on the steel sheet heated to the preset temperature, while the steel sheet continuously runs. A surface roughness Rz in the axial direction on an outer peripheral surface of at least one of the plurality of heating rolls 14 is set within a range of 6.0-10.0 μm.
