The present invention relates to an apparatus and method for controlling tool exchanges and, in particular, to an apparatus and method for controlling tool exchanges which can reduce the unnecessary time expended by moving a turret arbitrarily for tool exchange or by moving the turret by using a second recovery origin point during the tool exchange in two-axis turret equipment processing, and which can avoid a conflict which can occur in the tool exchange process. The present invention includes: a tool information analyzing unit (192) for confirming the rotation direction of a turret according to a tool exchange command, and confirming that one or more tools are positioned between the current tool and the tool with which same is to be exchanged; a data comparing unit (194) for calculating the difference between the offset amount of the current tool and the offset amount of the one or more tools, the position(s) of which has/have been confirmed by using offset and mapping data for the one or more tools, the position(s) of which has/have been confirmed by the analyzing unit (192), and selecting the tool closest to the base material; and a position interpreting unit (196) for calculating the transfer position amount of the exchangeable tools in order to not conflict with the base material by using the end point position coordinate of the tool selected by the data comparing unit (194) and the outermost position coordinate of the base material.
