PURPOSE: A location measuring system using visible light communication and a method thereof, and a mobile terminal using the same are provided to reduce interference between visible light radiated from a plurality of lamps, thereby providing accurate location information of the mobile terminal. CONSTITUTION: A plurality of lamps(100,102) radiates visible light including identification information for measuring a location of a moving terminal. A plurality of the lamps is grouped with a plurality of clusters. A plurality of the lamps includes two or more border lamps and two or more internal lamps. The two or more border lamps radiate the visible light including the same first identification information in one cluster. The two or more internal lamps radiate the visible light including different second identification information.
