PROBLEM TO BE SOLVED: To provide a cleaning device capable of stably polishing the surface of an image forming apparatus by a toner layer of a cleaning roller, and suppressing intra-apparatus contamination due to overflow of toner; and an image forming apparatus.SOLUTION: A cleaning device brings a peripheral surface of a cleaning roller 20 on which a toner layer is formed into contact with the surface of a photoreceptor drum in order to clean the surface of the photoreceptor drum. A toner reception member 22 comprises: a retention part 22a1 that makes a height of a toner retained inside an image forming area X relating to a roller shaft direction higher than a height h1 of the center of a nip N; and a discharge part 22a2 that makes the height of the toner retained outside the image forming area X relating to the roller shaft direction lower than the height h1 of the center of the nip N.
