PROBLEM TO BE SOLVED: To perform tone correction for the binary image data to which halftone dot processing is applied.SOLUTION: A tone correction data generation unit 41 generates tone correction data in which a concentration change is specified per region on the basis of entered binary image data for which halftone dot processing is already completed. An edge distance evaluation value calculation unit 42 calculates a value corresponding to a distance from an edge part as a distance evaluation value for each pixel of binary image data. An edge shape evaluation value calculation unit 43 calculates a value based on a state in which a pixel is in contact with the edge part as a shape evaluation value for each pixel of the binary image data. An evaluation value addition unit 45 adds various calculated evaluation values and sets priority indicating that a pixel value of which pixel is preferentially reversed when tone correction is performed. A pixel value update unit 46 selects a pixel in each region of the binary image data, reverses the pixel value, and performs tone correction on the basis of the set priority so that the concentration change indicated in the tone correction data is achieved.
