PROBLEM TO BE SOLVED: To solve the problem that when conventional welding by dielectric heating is carried out so as to form a primary laminate, an outer-layer core material is carbonized and a heating range is enlarged since it takes a long time for heat to be conducted uniformly to an inner layer to affect an inner-layer circuit by a prepreg which is fluidized to flow out from a core material end surface. SOLUTION: A metal foil of the core material is heated by an E type magnetic core which applies magnetic flux of dielectric heating to the metal foil in parallel so as to process the primary laminate, and respective layers of the core material are uniformly pressed with Lorentz force generated simultaneously, thereby manufacturing the primary laminate.
