PURPOSE: A pulse discharge device is provided to uniformly transmit impulse waves formed by the electric discharge of pulse to every direction around a positive electrode. CONSTITUTION: A pulse discharge device comprises a positive electrode (210), a first insulator, a negative electrode, and a cable. The negative electrode comprises a connection unit (231) and a return unit (232). As the connection unit is offset from the lower part of the positive electrode, a flux path forms across a plasma field space. The return unit branches and extends into a plurality of parts from the connection unit. A flux path is formed in a fluid around the positive and negative electrodes as the fluid changes into a plasma state as a result of the pulse discharge, which occurs when the pulse energy is supplied form the power supply.
