PURPOSE: Capacity image sensors and an operating method thereof are provided to improve an image sensing ability by using a dielectric substance. CONSTITUTION: A pick-up plate (14) receives an output signal (20) sent by a group (12') of neighboring driving plates (i and i+1) and outputs the signal. A control unit (330) is able to count the output signal. The driving plates (12) are grounded. The software of the control unit (330) assigns the output signal of the pick-up plate to the location of a pixel.
