PURPOSE: A handrail mounted voice guiding device is provided to improve convenience for the blind at low costs by guiding voices. CONSTITUTION: A handrail mounted voice guiding device comprises a body (100), a coupling unit, a guide request signal input unit, a guide voice output unit, and a control unit. The coupling unit is formed on one side in the longitudinal direction of the body and is combined with the end of a handrail (10). The guide request signal input unit is installed on the body. The guide voice output unit is installed on the body and outputs guide voices. The control unit outputs guide voices by controlling the guide voice output unit when a guide request signal is inputted by the guide request input unit.
