PURPOSE: A composition containing a fermented natural product complex extract for improving skin and scalp conditions is provided to treat skin diseases without skin irritation, and to increase inherent regeneration ability. CONSTITUTION: A fermented natural product complex extract which improves skin and scalp conditions is prepared by: mixing and extracting one or more among Sanguisorba officinalis L., Solanum nigrum, Rumex coreanus NAKAI, Lufa cylindrical, pine needles, sea mustard, soybean, Zanthoxylum piperitum DC, and bamboo sap in a weight ratio of 1-30:1-10:1-10:1-10:1-30:1-10:1-10:1-10:1-10; inoculating lactic acid bacteria and yeast; and fermenting. The lactic acid bacteria are selected from the group consisting of Lactobacillus sp., Streptococcus sp., Pediococcus sp., Leuconostoc sp., and Bifidobacterium sp.
