PURPOSE: A subsurface water tube well rinse method using electric discharge is provided to maintain the permeability of a tube well by effectively removing substances for blocking the inlet of an intake pipe, the air gap of a reservoir, and the air gap of a filter layer. CONSTITUTION: A subsurface water tube well rinse method using electric discharge comprises the following steps: inserting a discharge device for discharging pulse between positive and negative electrodes offset from each other into the inflow area of subsurface water in a subsurface water tube well; removing substances which block the air gap of a reservoir by supplying pulse power to the discharge device and discharging pulse; and removing substances for adhering to the inner wall of an upper pipe by lifting the discharge device and discharging pulse.
