PURPOSE: A vehicle black box terminal and a control server thereof are provided to control a vehicle by transmitting a control command responding to a received abnormal state to the black box of the vehicle through a paging channel. CONSTITUTION: An abnormal information receiving part (210) receives identification information and abnormal code of a vehicle from the black box terminal of the vehicle through a paging channel. An abnormal information transmitting part (220) transmits abnormal information of the vehicle to one or more control terminals. The abnormal information of the vehicle includes the abnormal code of the vehicle. The one or more control terminals are related to the identification information of the vehicle. A control information transmitting part (230) transmits a control code responding to the abnormal information of the vehicle to the black box terminal of the vehicle through the paging channel.
