PURPOSE: A medium extracting and stacking apparatus and a control method thereof are provided to prevent stacking fault of a medium during stacking or integration of the medium, by enabling to perform the same function as an electric pole stack roller by making the stack sheet being spread radially over the whole outer circumference in case of integration of the medium as using a partial stack roller, and controlling operation of locating a stack sheet from being deviated from a movement path of the medium in case of extracting the medium. CONSTITUTION: A medium extracting and stacking apparatus includes a pickup roller, a feed roller and a guide roller. The medium extracting and stacking apparatus includes a first stack roller, a second stack roller (260) and a phase control unit. The first stack roller is fixed to an equal axis to a rotary shaft of the guide roller, and a plurality of stack sheets is arranged on a part of the outer circumference. The second stack roller is connected to the rotary shaft via a first one way bearing, and a plurality of second stack sheets is arranged on a part of the outer circumference. The phase control unit generates phase difference between the first stack roller and the second stack roller so that the first stack roller and the second stack roller are spread radially, during initial driving to integrate a medium. The phase control unit includes a first actuator (500). The first actuator prevent rotation of the second stack roller until the first stack sheet and the second stack sheet are spread radially over the whole circumference of the rotary shaft as the first stack sheet enters on a return path of the medium by rotating the rotary shaft toward the extraction direction of the medium, during initial driving for integration of the medium.
