PURPOSE: A portable standing signboard having a rotation device is provided to install a rotation device at the front and back surface of a standing signboard and configure a rotational body of the rotation device to rotate for drawing attention of people when a signboard is installed, thereby obtaining advertising effects to promote an advertisement or notice displayed on the standing signboard. CONSTITUTION: A portable standing signboard having a rotation device comprises a motor (20) which has a motor shaft (21); a fixing groove (12) into which the motor is inserted; a power supply device (40) accommodating a battery (41) inside thereof and a power supply line which are configure to supply power to the motor; an adhesion plate (10) to which a double-sided adhesive tape (14) is attached; the motor which is inserted into the fixing groove which is formed at the front center of the adhesion plate; an adhesive circular plate (22) which has an insertion rod (23) formed at the motor shaft; a rotation device (11) which has a rotational body (30) attached to the adhesive circular plate and a transparent case (50) at the front part thereof; and a standing signboard (2) to which the rotation device is attached.
