PURPOSE: A signal output circuit and a semiconductor device including the same are provided to reduce power consumption by preventing a pull-down driving unit driving an output node and a section where a pull-up driving unit is activated from being overlapped. CONSTITUTION: A pull-up delivery unit (311) delivers a signal of a first line to a pull-up line in a section where a first clock is activated and a signal of a second line to the pull-up line in a section where the first clock is inactivated. A pull-down delivery unit (312) delivers the signal of the first line to a pull-down line in a section where a second clock is inactivated and the signal of the second line to the pull-down line in a section where the second clock is activated. An output driving unit (320) pulls up an output node in response to the signal of the pull-up line and pulls down the output node in response to the signal of the pull-down line.
