PURPOSE: A system and method for forecasting the freezing of a road surface and sensing a snowfall are provided to reduce accidents caused by a frozen road surface and a snowfall by automatically operating a snow melting system. CONSTITUTION: A system(100) for forecasting the freezing of a road surface and sensing a snowfall comprises a data acquisition unit(110), a state judgment unit(120), and a snow melting system control unit(130). The data acquisition unit acquires the temperature data of a road surface, a pavement, air, and air humidity and road surface images. The state judgment unit judges weather conditions from the road surface images and judges the state of the road surface from the weather conditions. If a snow fall or the freezing of the road surface is forecasted from the judged results, the snow melting system control unit controls the operation of a snow melting system.
