PURPOSE: A conductive film and a manufacturing method are provided to form an electrode layer having silver through the exposure/development of a silver halide emulsion layer, thereby securing excellent durability without brittle fracture. CONSTITUTION: An electrode layer (120) contains silver, which is formed by performing exposure/development for a silver halide emulsion layer, on both sides of a transparent substrate (110). An optical filter layer (125) is formed between both sides of the transparent substrate and the electrode layer. The optical filter layer is formed between one side of the transparent substrate and the electrode layer and selectively blocks light. The silver halide emulsion layer includes silver halide and a binder. The optical filter layer is formed with inorganic matter for UV blocking.
