PURPOSE: Heterogeneous network based data simultaneous transmission method and device applied thereby are provided to convert a simultaneous transmission mode into a single transmission mode and to transmit partial data through a specific access network according to conversion into the single transmission mode. CONSTITUTION: A communication unit (110) transmits partial data divided from transmission target data based on a data transmission ratio variably set between more than two access networks according to activation of a simultaneous transmission mode through more than two access networks. An operation control unit (120) confirms a data transmission ratio variable with the access network. If a data transmission ratio of a specific access network exceeds a predetermined maximum transmission ratio, the operation control unit converts the simultaneous transmission mode into a single transmission mode.
