PURPOSE: A system for predicting ground damage generation and a method thereof are provided to perform analysis based on ground damage information by using a reliability function of Dempster-Shafer evidence theory, thereby confirming relation between ground damage and a related factor and performing prediction analysis of the ground damage generation. CONSTITUTION: A ground damage information database (100) stores a generation position of ground damage of an analysis object area and ground damage related factors based on a geographic information system (GIS). A ground damage generation prediction analysis unit (200) analyzes a generation probability of the ground damage by applying a reliability function of Dempster-Shafer evidence theory to the ground damage related factors. A ground damage generation prediction diagram making unit (300) makes a generation prediction diagram of the ground damage based on an analysis result. A ground damage generation prediction diagram verification unit (400) verifies accuracy for the generation prediction diagram by comparing the same with an existed generation position.
