The device has an inductor (1) arranged inside a rotor (5) and a stator (11). An air-gap exists between the inductor and the rotor and/or between the rotor and the stator. The inductor comprises two cylindrical permanent magnets (12, 13) with a north pole and a diametrically opposite south pole. The stator comprises a hollow cylinder provided inside the permanent magnets. The north pole of the inductor magnetizes a set of laminated iron armatures (A-D) of the rotor. The south pole of the inductor magnetizes another set of laminated iron armatures (F-I) of the rotor.
