<P>PROBLEM TO BE SOLVED: To inhibit the deterioration of insulation resistance of a capacitor element. <P>SOLUTION: A capacitor element (21) is housed in a capacitor case (22) so that tips of lead wires (202, 202) protrude outward, and a sealing resin (200) fills the capacitor case (22).
