PURPOSE: A method for encoding and decoding a tree structure and a device thereof are provided to encode information for an image by using the tree structure and decode encoded data, thereby improving encoding efficiency. CONSTITUTION: A tree encoder(110) groups predetermined areas having image information as a plurality of groups. The tree encoder determines a minimal value or a maximal value of encoding object information in a grouped area as information of the grouped area. The tree encoder encodes a difference value between a node value for a layer and a node value of an upper layer or a difference value between the node value for the layer and a value which is determined corresponding to a predetermined reference value.
