PURPOSE: A resin base material is provided to form illumination without exposure of inorganic filler and improve connectivity of the plating layer and the resin base material as inorganic filler is not exposed. CONSTITUTION: A resin base material (100) comprises an insulating material (110); and 'a resin layer (120) that is formed on the insulating material and has illumination on the surface'. The resin layer is formed in 'a shape which overlapped with droplet (120a).' The resin layer also includes particle (122) containing the inside. Moreover, the manufacturing method of resin base material comprises the step of preparing insulating material, a step of forming resin layer which contains particle on the insulating material through ink jet process; and a step of forming illumination on the surface of the resin layer by removing the particle through desmear process.
