PROBLEM TO BE SOLVED: To provide a technique capable of improving oxygen permeability of an existing ionomer.

SOLUTION: An electrode catalyst for fuel cells includes a catalyst support being a conductive carrier for supporting a catalyst, and an ionomer having proton conductivity in contact with the catalyst support and a vapor phase. The ionomer has a crystalline phase and an amorphous phase, and the volume fraction of the amorphous phase is higher in an interface with the vapor phase of the ionomer than that in the inside of an ionomer.
