<P>PROBLEM TO BE SOLVED: To provide a technique capable of improving oxygen permeability of an existing ionomer. <P>SOLUTION: An electrode catalyst for fuel cells includes a catalyst support being a conductive carrier for supporting a catalyst, and an ionomer having proton conductivity in contact with the catalyst support and a vapor phase.
