A conductive roller includes a conductive core and a foamed elastic layer covering the conductive core. The foamed elastic layer contains at least three conductive rubbers having different volume resistivities within the range of less than about 1×1014 Omega cm, at least one insulating rubber having a volume resistivity of about 1×1014 Omega cm or more, and at least two conductive fillers.
