[Problem] When delivering content over a network, delivery delays occur in the delivery of said content to terminals requesting said delivery. [Solution] This communication system is provided with the following: a packet-forwarding device connected to a network; and a transcoder connected to said packet-forwarding device. Said transcoder is characterized by the provision of the following: a storage unit that stores copies of content delivered over the aforementioned network; a determination unit that, when a request for delivery of content stored in the storage unit is received from a terminal connected to the network, determines the capabilities of said terminal on the basis of information contained in the request; and a conversion unit that converts the content so as to conform to the determined capabilities of the terminal and delivers the converted content.
