PURPOSE: A rotating pendent arm device is provided to improve work efficiency and worker convenience by operating while moving a control panel regardless of a structure position and the set working position of the structure by freely moving the control panel. CONSTITUTION: A rotating pendent arm device comprises a pendant arm(20), a control panel(10), a rotary shaft(30), a housing(40), and a rotatory power regulating unit(1). The control panel is connected to one end of the pendant arm. The housing is connected to the rotary shaft to rotatably support the pendant arm. The rotatory power regulating unit pressurizes the lateral side of the rotatory shaft to control the rotatory power of the rotary shaft.
