The present invention provides a mobile station switching method, device and system. The method comprises the following steps: during the communication process of a local terminal mobile station and an opposite terminal mobile station, a source base station controller sends a switching request including first notice information to a target base station controller through a core network and receives a first switching command including second notice information and sent by the target base station controller through the core network, wherein the second notice information comprises signaling points of the target base station controller, an IP transmission layer address of a target base station, and indication information that user plane data stream can be directly transmitted between the target base station and an opposite terminal base station; a first dual-transmitter indication including the second notice information is sent to the opposite terminal base station controller, and the first dual-transmitter indication through the opposite terminal base station controller instructs the opposite terminal base station to directly transmit user plane data stream to a source base station and to directly transmit user plane data stream to the target base station; and a switching command is sent to the local terminal mobile station. The present invention has the advantages that occupation of transmission bandwidth is reduced, transmission resource is saved, and transmission time delay during the communication process is lowered.
