<P>PROBLEM TO BE SOLVED: To provide an entrance/exit management controller and an entrance/exit management system in which the stop period can be reduced. <P>SOLUTION: A controller 1 includes a setting unit 15 that performs processing to use an ID table in a nonvolatile area 142 for creating a retrieval table as operational information in a volatile area 141, and a program rewriting unit 16 for rewriting a program in the nonvolatile area 143 and executing a program reset.
